The Geylang Serai Cultural Belt project was developed to enhance a key gateway within the cultural precinct at the junction of Geylang Road, Changi Road, Geylang Serai Road, and Joo Chiat Road. The project forms part of efforts to strengthen Geylang Serai’s cultural identity while creating a more engaging and inclusive environment for residents, businesses, and visitors. Through thoughtful planning and design, the project aims to reinforce the significance of this established cultural precinct.

The Geylang Serai Cultural Precinct Design Competition was organised by the Singapore Institute of Architects (SIA) to seek innovative proposals that would enhance the gateway to the cultural belt while celebrating Geylang Serai’s heritage and cultural identity.

The winning multidisciplinary team was recognised for its inclusive design approach, responding sensitively to the site’s history, existing surroundings, and the needs of residents and visitors. The team was subsequently commissioned to develop the design and oversee the implementation of the works in collaboration with HDB, People’s Association, National Environment Agency, and Land Transport Authority.

As part of the winning team, we were appointed by HDB as the Consultant Quantity Surveyor under Contract No. L/144/21 to provide quantity surveying consultancy services for the project.

Enhancement works within existing community areas require careful planning and coordination to address the complexities of working within established environments. Also, understanding project requirements, design considerations, and potential cost implications is essential to achieving successful project outcomes.

Through our quantity surveying expertise, we assisted stakeholders with professional cost advice and commercial guidance as part of the multidisciplinary team. This helped provide greater visibility of cost considerations and supported effective decision-making throughout the project from beginning to end.
