Delivering a Future-Ready Community Learning Space
The redevelopment of Bukit Batok Public Library is a significant milestone in the development of Singapore’s public library network. Located within West Mall, the library has been transformed into a vibrant, immersive and community-focused destination that combines learning, technology, and Singapore’s richr heirtage.
This project is part of the National Library Board’s Libraries and Archives Blueprint 2025 (LAB25), the project introduces innovative features including multi-sensory storytelling environments, curated soundscapes, and interactive digital experiences designed to meet the needs of the community.
We were chosen to help with the project by being the Consultant Quantity Surveyor. Our job was to provide quantity surveying, cost management, and contract administration services throughout the redevelopment.
The Challenge
The complexity of the Bukit Batok Library project required careful cost management, cost planning, and coordination between the design team, technical specialists, suppliers, and quantity surveying professionals. As the project progressed, it was essential to balance design aspirations with budget control, stakeholder requirements, and project objectives.
The team also needed to manage procurement and commercial considerations associated with a public-sector project, ensuring compliance with procurement requirements while supporting efficient project delivery. Throughout the process, close collaboration and stakeholder management were critical to achieving the desired outcomes within the approved budget.
Accessibility, Sustainability and Flexibility
The redevelopment was designed to create an inclusive environment for users of all ages and abilities, incorporating Universal Design principles in accordance with Singapore’s Universal Design guidelines.
The project also prioritised long-term adaptability through flexible layouts, modular furniture systems, and public spaces capable of supporting future technological and operational requirements. Sustainable building design considerations, including material selection and low-maintenance solutions, were incorporated to support long-term operational performance.

We provided comprehensive commercial and contractual support throughout the project lifecycle. Working closely with the National Library Board, architects, engineers, and contractors, we supported project delivery through structured cost management and commercial oversight from design development through completion.

Through ongoing cost planning, budget reviews, benchmarking against industry rates, and assessment of design development, our quantity surveying team helped maintain cost certainty which then help keep the project aligned with approved budget objectives.
We also provided contract administration and commercial management support during project delivery, ensuring that design changes, variations, and additional works were properly evaluated, documented, and managed in accordance with project requirements.
By delivering clear cost reporting, construction cost consultancy, and commercial advice, we supported informed decision-making and collaboration among project stakeholders, helping to achieve successful project outcomes.
Project Outcome
The Bukit Batok Library at West Mall now serves as a modern Singapore public library that combines learning, community engagement, heritage, and interactive experiences.
